Creative Europe runs 14 grants calls – open to Armenia, Georgia and Ukraine


The EU-funded Creative Europe programme runs 14 open calls across its three main subprogrammes. This spectrum of opportunities covers the cultural sector, the media and audiovisual sphere.

MEDIA strand (open to Ukraine):

Budget: €6,500,000

Deadline: 26 February, 2025, 17:00 Brussels time

This call supports the development of a single project intended for theatrical distribution, television broadcasting, or commercial exploitation on digital platforms or in a multiplatform environment. 

Budget: €10,000,000

Deadline: 11 March, 2025, 17:00 Brussels time

Support for European film festivals aimed at increasing audience interest in non-national European audiovisual content, its promotion, circulation, and visibility.

Budget: €16,000,000

Deadlines: 20 March, 2025, 17:00 Brussels time; 17 July, 2025, 17:00 Brussels time

Encouraging wider distribution of new non-national European films by stimulating sales and investments from sales agents and theatrical distributors in promoting and properly distributing non-national European films.

Budget: €6,000,000

Deadline: 27 March, 2025, 17:00 Brussels time

Increasing audience interest and knowledge, particularly among young people, about European films and audiovisual works, including special programmes focused on cinematographic heritage. Activities should include audience-oriented events and innovative or cross-border film education initiatives. 

Budget: €7,500,000

Deadline: 24 April, 2025, 17:00 Brussels time

Support for new creative processes, digital innovation implementation in production and distribution; use of digital tools for video game production and distribution; enhancement of intellectual property rights management; and transition to environmentally sustainable practices.

Budget: €32,000,000

Deadline: 24 April, 2025, 17:00 Brussels time

Support allocated based on market performance for reinvestment in production, acquisition, promotion, and distribution (including online) of contemporary non-national European films.

Budget: €20,000,000

Deadline: 14 May, 2025, 17:00 Brussels time

For television and online content (feature films, animation, and documentaries) intended for both linear and non-linear media.

Three additional calls under this subprogramme are expected to open in April 2025. 

CULTURE strand (open to Armenia, Georgia, and Ukraine):

European Cooperation Projects 2025 (COOP 2025)

Budget: €60,000,000

Deadline: 13 May, 2025, 17:00 Brussels time

This call aims at fostering the creation and dissemination of European cultural content and at encouraging experiments and innovative practices. Open to all cultural and creative sectors. Projects focused solely on audiovisual content or involving only audiovisual sector organisations are not eligible.

This call is divided into three categories:

  • Small-scale (CREA-CULT-2025-COOP-1): At least 3 organisations from 3 different participating countries. Max EU Grant: €200,000 (80% co-financing rate).
  • Medium-scale (CREA-CULT-2025-COOP-2): At least 5 organisations from 5 different participating countries. Max EU Grant: €1,000,000 (70% co-financing rate).
  • Large-scale (CREA-CULT-2025-COOP-3): At least 10 organisations from 10 different participating countries. Max EU Grant: €2,000,000 (60% co-financing rate).

CROSS-SECTORAL strand (open to Georgia and Ukraine):

NEWS – JOURNALISM PARTNERSHIPS – COLLABORATIONS (CREA-CROSS-2025-JOURPART-COLLABORATIONS)

Budget: €5,266,270

Deadline: February 27, 2025, 17:00 Brussels time

This initiative supports media transformation and journalist training by developing new business models and media production standards.

NEWS – JOURNALISM PARTNERSHIPS – PLURALISM (CREA-CROSS-2025-JOURPART-PLURALISM)

Budget: €5,258,066

Deadline: 27 February, 2025, 17:00 Brussels time

Protection of media sectors crucial for democracy and civic participation, such as local and regional media, public-interest journalism, and investigative reporting.

NEWS – Media Literacy (CREA-CROSS-2025-MEDIALITERACY)

Budget: €2,570,000

Deadline: 6 March, 2025, 17:00 Brussels time

Encourages knowledge-sharing and best practices in media literacy, fostering cross-border initiatives and literacy communities across Europe in response to the evolving digital media landscape and diverse user behaviours.

Creative Innovation Lab (CREA-CROSS-2025-INNOVLAB)

Budget: €5,001,863
Deadline: 24 April, 2025, 17:00 Brussels time
Supports the development, creation, and/or dissemination of innovative tools, models, or solutions applicable to the audiovisual and other cultural and creative sectors.

Creative Europe is an EU programme aimed at supporting the cultural, creative, and audiovisual sectors. Its goals include protecting, developing, and promoting European cultural and linguistic diversity and heritage, as well as enhancing the competitiveness and economic potential of cultural and creative industries, particularly the audiovisual sector. Ukraine joined the programme in 2016, allowing Ukrainian applicants to receive grant support in over 30 different calls. The total EU budget for the 2021-2027 programme is €2.44 billion, and it currently operates in 40 countries.

In Ukraine, Georgia and Armenia national Creative Europe Desks provide consulting support to applicants and disseminate relevant information about the programme.
