Top EU leaders announce major investments in Moldova at EU-Moldova Summit in Brussels


On 22 June, European Commission President Ursula von der Leyen, European Council President António Costa and President of Moldova Maia Sandu met in Brussels, one week after the landmark opening of the first cluster in Moldova’s accession negotiations.

During the Summit, the leaders focused on the next steps in Moldova’s accession process and on deepening Moldova’s gradual integration into the European Union. They also took stock of the implementation of Moldova’s Growth Plan and related reforms.

President von der Leyen said: “Moldova’s place is in the European Union. The courage, determination and commitment of its people are bringing the country closer to our Union every day. Europe stands with Moldova – for reform, for opportunity, and for a shared future in peace, freedom, democracy and prosperity.”

The Growth Plan has already unlocked €504 million in EU funds for Moldova. During the Summit, a new EU-backed investment of €232.7 million under the Growth Plan was announced for the rehabilitation of the Porumbrei-Comrat road.

Von der Leyen also announced that if Moldova implemented all the reforms due by the end of this year, an additional €523 million could be unlocked. “This means better roads and bridges, improved healthcare facilities, better access to financing for the companies, and more opportunities for citizens. A true win-win situation between Moldova and the European Union,” von der Leyen told journalists after the Summit.

The European Commission President also said the EU was preparing a further €120 million support package for 2026, focused exactly on Moldova’s security needs. The commission will also make €11 million available to strengthen Moldova’s resilience against hybrid attacks and €17 million for upgrading its border infrastructure.

Leaders welcomed progress on Moldova’s gradual integration into the EU, most notably through participation in the Single Euro Payments Area (SEPA), the Roam Like at Home scheme, and Creative Europe. To further strengthen people-to-people contacts, the Commission is also working towards Moldova’s full association in the next Erasmus+ programme and intends to extend the DiscoverEU rail pass to young Moldovans in 2027.
