Moldova: EU grant call to strengthen civil society organisations

The EU Delegation to the Republic of Moldova has launched a call for proposals for civil society organisations in the Republic of Moldova.

The Call aims to strengthen the capacities of civil society organisations and independent media in the Republic of Moldova to effectively support and contribute to the country’s EU accession process. The action seeks to empower CSOs and media organisations to play a proactive and influential role in fostering open and constructive dialogue with public authorities, promoting democratic governance and sustainable development, enhancing social cohesion, and strengthening community resilience to disinformation.

The total budget of the call is €12.5 million.

The call for proposals is divided into five lots:

  • Lot 1: Enabling civil society to contribute to fostering social cohesion and improving community-based social services for vulnerable groups;
  • Lot 2: Advancing gender equality and combating gender-based violence through enhanced access to protection, justice, prevention and economic empowerment;
  • Lot 3: Strengthening the internal capacity, effectiveness and long-term sustainability of grassroot civil society organisations, including CSO platforms and networks;
  • Lot 4: Enhancing inclusive multi‑level governance through stronger cooperation between CSOs and Local Public Authorities (LPAs) in the implementation of EU accession‑related reforms;
  • Lot 5: Support for independent media and investigative journalism and fact-checking in Moldova.

The call is open for legal non-profit-making persons of a specific type of organisation such as: non-governmental organisation, local authority or international (inter-governmental) organisation.

The deadline for applications is 31 March 2026 at 12:00 (Brussels date).
