EU launches €17 million call for proposals for Ukrainian civil society organisations


The European Union has launched the 2025 call for proposals under the EU4CSOs in Ukraine programme, supported by the Ukraine Facility.

A total budget of €17 million has been made available by the EU for this call. 

Civil society organisations across Ukraine are invited to submit project proposals under five thematic lots: 

  • Women and Gender Equality (each grant must fall between €2 and €2.5 million)
  • Media (€1 – €1.5 million)
  • Human Rights (€1 – €1.5 million)
  • Social Cohesion (€1 – €1.5 million)
  • Youth (€1 – €1.5 million)

Under all lots, applicants are required to propose financial support to third parties (subgranting schemes). 

The lead applicant must act with at least two co-applicants. The applicants should be non-profit and non-governmental organisations effectively established in Ukraine or an EU Member State.

An information session on this call for proposals will be held on 9 December 2025 at 10:30 to 12:00 am (Ukrainian time) online. To take part, please register by this link.

The deadline for applications is 29 January 2026 (12:00 am Brussels time).
