Ukraine: Fourth Rapid Damage and Needs Assessment (RDNA4): February 2022 – December 2024 (with a section on gender specific impacts)


The Fourth Rapid Damage and Needs Assessment (RDNA4), jointly conducted by the Government of Ukraine, the World Bank Group, the European Commission, and the United Nations, evaluates the extensive impacts of Russia’s full-scale invasion from February 24, 2022, to December 31, 2024. The report estimates that Ukraine requires $524 billion for reconstruction and recovery over the next decade, reflecting an 8% increase from previous assessments. Direct damages have reached $176 billion, significantly affecting sectors such as housing, energy, transport, commerce, industry, and education. Beyond quantifiable losses, the RDNA4 provides a qualitative analysis of the profound alterations to the lives of Ukrainians since the onset of the conflict. ​

Gender-Specific Impacts: The RDNA4 underscores the disproportionate effects of the conflict on women and men, emphasizing the exacerbation of pre-existing gender inequalities. Women have faced increased caregiving responsibilities due to the displacement of family members and the loss of social support networks. Additionally, there has been a notable rise in gender-based violence, with access to protective services severely hindered by ongoing hostilities and damaged infrastructure.​

Economically, women have experienced higher unemployment rates as sectors with significant female employment, such as education and healthcare, have been disrupted. The destruction of childcare facilities has further impeded women’s ability to participate in the workforce, limiting their economic independence. The RDNA4 advocates for gender-responsive recovery strategies that address these disparities, including targeted employment programs, support for survivors of gender-based violence, and the reconstruction of essential services that facilitate women’s active engagement in Ukraine’s recovery process.
