Transformation of the Ukrainian Labour Market: The Economic Empowerment of Women During the War and Post-War Recovery. 2025


This analytical report investigates the transformation of the Ukrainian labour market through the lens of women’s economic empowerment during wartime and post-war recovery. Conducted by Helvetas Swiss Intercooperation and national experts, the study examines barriers that prevent women from entering or re-entering the workforce and outlines policy recommendations to address them. Drawing on both desk research and extensive empirical data—including a national survey, in-depth interviews, and focus groups—the report focuses on three key groups: women with minor children, caregivers of adults, and women of pre-retirement age.

The findings reveal that despite updated legislation enabling remote and flexible work, entrenched gender norms, care responsibilities, and weak access to social services continue to constrain women’s labour market participation. The report highlights declining female economic activity, increased caregiving burdens due to war, ageism in employment, and a mismatch between women’s willingness to work and market opportunities. Recommendations target national and local authorities, NGOs, and employers, aiming to boost women’s economic inclusion through service expansion, employer awareness, and tailored employment schemes. This study provides critical insights for policymakers and stakeholders committed to gender equality and economic resilience in post-war Ukraine.
