Gender Mainstreaming in Public Administration Reform: Checklist for Eastern Neighbourhood Countries


This checklist developed by the EU4Gender Equality Reform Helpdesk project, funded by the European Union, provides guidance for Eastern Neighbourhood countries on how to mainstream gender in public administration reform. It explores why gender mainstreaming is needed in public administration reform, why women are under-represented in decision-making positions in public administration, and the importance of gender-responsive policies, services and budgeting. Most importantly, this checklist outlines how public administration reform can address gender inequalities and women’s under-representation. To illustrate ways to do so, it presents examples of gender mainstreaming in the Principles of Public Administration developed by SIGMA – a joint initiative of the EU and OECD, principally financed by the EU at the request of the European Commission.
