Analytical report on International Experiences of Reparations for Survivors of Conflict-Related Sexual Violence and Other War Crimes


This analytical report examines international practices and principles concerning reparations for survivors of conflict-related sexual violence (CRSV) and other war crimes. It outlines the foundational components of effective reparation programmes, including restitution, compensation, rehabilitation, satisfaction, and guarantees of non-repetition. The report emphasizes that reparations are integral to transitional justice processes, aiming to acknowledge victims’ rights, address their needs, and prevent future violations. Drawing on global examples, the study highlights the importance of timely and accessible remedies, such as administrative reparation programs that complement judicial mechanisms. It discusses the role of international bodies like the International Criminal Court in facilitating reparations and underscores the necessity for states to establish comprehensive national frameworks. The report also addresses challenges in implementing reparations, such as ensuring victim participation, balancing individual and collective reparative measures, and integrating gender-sensitive approaches.
