Survey shows most people in Azerbaijan feel relations with EU are good but knowledge remains limited


Most Azerbaijani citizens – 62% – feel relations between the EU and Azerbaijan are good, according to the 2026 annual survey of opinion in Azerbaijan, but only 22% have a positive image of the EU, with 42% neutral and 8% negative.

This latest survey was conducted in January-February 2026 and involved face-to-face interviews with a representative sample of 1,000 people across the country. The opinion polls have been carried out annually by the EUNEIGHBOURS east Programme in Azerbaijan and the five other countries of the Eastern Partnership since 2016.

Respondents suggested that greater support for economic development (39%), education and exchanges (33%), and visa facilitation (29%) would make them more positively disposed towards the EU.

Sixty-three per cent of respondents are aware of EU financial support (down from 68% last year), but only 26% rate it as high or very high; 45% view EU support as effective. 

Trust in the European Union stands at 38%, coming in behind Türkiye (85%), the World Bank (59%), and China (49%).

Almost two-thirds of those asked (62%) wanted the EU to play a greater role in supporting education in Azerbaijan.

Overall knowledge of the EU remains limited and uneven: 18% of citizens have never heard of the EU and 20% report being not informed at all, while only 16% consider themselves well or very well informed and 42% somewhat informed.
