Citizens across the Eastern Partnership region generally feel their countries have good relations with the European Union, with the EU seen as the most trusted international actor in most countries. These are just some of the results of the 2026 annual survey of opinion in Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine – carried out by the EU NEIGHBOURS east programme.
The surveys were conducted in January-February 2026, with face-to-face interviews of around 1,000 people in each country.
Armenia
Public attitudes toward the EU in Armenia remain broadly positive, with 72% describing relations as good, and 56% trusting the EU, more than any other international actor. This year’s survey also found that 45% of citizens have a positive image of the EU, while 30% are neutral, with just 11% having a negative opinion. Most Armenians support EU membership – 54%, up 9 percentage points compared to 2025, while 63% believe EU membership would bring more advantages than disadvantages.
Azerbaijan
Most Azerbaijani citizens – 62% – feel relations between the EU and Azerbaijan are good, but only 22% have a positive image of the EU, with 42% neutral and 8% negative. The poll also found 63% were aware of EU financial support, and that 45% felt it was effective. Respondents suggested that greater support for economic development (39%), education and exchanges (33%), and visa facilitation (29%) would make them more positively disposed towards the EU.
Georgia
A substantial majority of Georgians (71%) continue to support Georgia’s accession to the European Union, while an even greater number (79%) believe EU membership would bring more advantages than disadvantages. The EU continues to be the most trusted international actor among Georgians, trusted by 67% of respondents, though the number of those who think their country has good relations with the EU is down to 60% this year (from 63% in 2025). Awareness of EU financial support to Georgia remains high at 70%, with almost half of those asked (48%) saying it was effective.
Republic of Moldova
Almost nine out of ten Moldovans (89%) feel their country has good relations with the EU, the highest level recorded in the past decade. The EU is widely recognised as Moldova’s leading financial partner, with 90% saying the EU provides high or moderate levels of financial support, while trust in the EU is also high at 70%. Support for EU membership remains strong at 58%, while 71% said accession would bring more advantages than disadvantages
Ukraine
Eighty-two per cent of Ukrainians say their country has good relations with the European Union (21 points up since 2016), almost two-thirds (65%) support EU accession, and more than three-quarters (77%) believe membership would bring more advantages than disadvantages to Ukraine. The poll found that trust in the EU now stands at 82% – up from 76% last year and the highest level in a decade – with the EU ranked highest among all of Ukraine’s international partners. An overwhelming 96% of respondents were aware of the EU’s financial support to Ukraine, and 69% judged it effective.
