The European Commission has welcomed the adoption by the Council today of the Commission’s proposal to integrate Ukraine into the Roam Like at Home area from 1 January 2026.
This will enable Ukrainians to call, text and use their mobile data from Ukrainian phone numbers in the 27 EU countries at no extra cost, and extend the same benefits to end users from the EU who may be in Ukraine.
Moreover, the current voluntary agreement between EU and Ukrainian telecommunications operators has been successfully extended until 31 December 2025, with operators taking additional commitments and opening participation.
This will ensure that Europeans and Ukrainians continue to enjoy affordable communications until Ukraine effectively joins the EU Roaming area.
