The Twinning Project on the “Support to pension reform in Azerbaijan – Phase 2”, which started on 2nd of August 2022 and will last for 24 months, is a joint project between the Republic of Azerbaijan and the Republic of Lithuania, funded by European Union. The Project is implemented by the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan and the Ministry of Social Security and Labour of the Republic of Lithuania together with other organisations from Lithuania.
The overall objective of this twinning project is to contribute to strengthening resilience of the pension system in Azerbaijan. Special attention is to be paid to the mechanisms of incorporating the assignment of pensions for special categories into mainstream pension system, allowing better digitalisation, collection and use of data, creating special forecasting tools for taking policy decisions, capacity building activities in strategical planning.

Specific objective of the project is to support the Government of Azerbaijan in ensuring and improving the sustainability of the pension system in line with European best practices.

Result 1. Regulatory and institutional frameworks are strengthened to ensure universal coverage, adequacy, predictability, financial, fiscal and economic sustainability of the pension system;
Result 2. Digitalisation of the pension system is facilitated;
Result 3. Data collection, processing, evaluation, control and reporting system are modernised;
Result 4. New actuarial models and forecasting methods in pension provision are developed.
