The EU-funded Twinning Project "Support to the Public Internal Financial Control in Moldova" helps the Ministry of Finance strengthen the management of public funds in line with European Union standards. Implemented by a consortium of partners from Slovakia, Lithuania, Germany and Latvia, the project supports Moldova's EU accession process by improving public internal financial control and reinforcing good governance. Over three years, the project will strengthen internal managerial control, modernise internal audit, enhance coordination of the Public Internal Financial Control system, improve state financial inspection methodologies, and establish an effective Anti-Fraud Coordination Service (AFCOS) to protect national and future EU financial interests. By introducing modern management practices based on accountability, risk management and performance, the project will help public institutions use resources more efficiently, strengthen transparency and oversight, improve fraud prevention, and increase public trust. The initiative contributes to more effective public administration and supports Moldova in meeting its commitments under Chapter 32 – Financial Control of the EU accession process.

The project supports the Ministry of Finance of the Republic of Moldova in strengthening public internal financial control in line with EU standards and international good practices. It contributes to more transparent, accountable and efficient management of public resources while supporting Moldova's EU accession process. The project objectives are to:
1. Improve the effectiveness, efficiency and transparency of public finance management through a stronger Public Internal Financial Control (PIFC) system.
2. Strengthen internal managerial control by promoting risk-based management, accountability, performance monitoring and sound governance across public institutions.
3. Modernise and professionalise the internal audit function through enhanced methodologies, training, certification and digitalisation.
4. Reinforce institutional coordination and develop modern methodologies for public internal financial control and state financial inspection.
5. Establish and operationalise an effective Anti-Fraud Coordination Service (AFCOS) to strengthen the protection of national and future EU financial interests and improve the prevention, detection and reporting of irregularities and fraud.
