The proposed action aims to address the evolving challenges faced by the Republic of Moldova, focusing on fostering cooperation and trust to enhance resilience against both internal and external threats. By quickly responding to expressed needs, the initiative seeks to strengthen the country's capacity to prevent and manage destabilisation, while simultaneously delivering concrete benefits to local communities linked to EU integration. This will involve improving communication and coordination between local and central authorities, ensuring flexibility to adapt to a rapidly changing environment.
The objectives of the intervention align with Moldova's aspirations for EU accession and build upon strategic government documents aimed at enhancing crisis management and local development.

Specific Objective 1: To strengthen the capacities of the state institutions to protect critical infrastructure and to identify, detect, and counteract potential threats and manage emergencies.
Specific Objective 2: To enhance resilience of local communities towards potential threats, and to boost development opportunities for initiatives that promote social cohesion and transform into a better level of life, while increasing trust towards the EU integration.

Outcome 1: State institutions increased their capacity to protect critical infrastructure, to identify, detect, and counteract threats, and to inform the population about threats.
Outcome 2: Society’s resilience towards security threats is enhanced, through the development of local community-level opportunities and initiatives that preserve and promote social cohesion and lead to increased trust in the EU integration process.
