The United Nations Development Programme (UNDP) Ukraine is inviting non-profit organisations to apply as implementing partners under the Mission-Oriented Economy (MOE) Programme, part of the joint EU and UNDP Mayors for Economic Growth (M4EG) facility.
In August 2025, four Ukrainian cities – Bucha, Khmelnytskyi, Slavutych, and Zhytomyr – joined the Mission-Oriented Economy Programme. The programme helps cities to tackle complex socio-economic challenges through achieving clearly defined missions, each backed by a portfolio of interconnected interventions.
Over the past six months, the city teams have developed their own tailor-made portfolios, shaped by each city’s unique context and aimed at strengthening economic resilience, supporting local businesses, and driving sustainable development.
With their portfolios now in place and the four cities are ready to move to implementation, this call for proposals invites experienced non-profit organisations to partner with Bucha, Khmelnytskyi, Slavutych, and Zhytomyr in carrying out portfolio activities across both the seed (initial) and growth (scaling) phases.
The call places strong emphasis on building the capacity of local teams – equipping them with the knowledge, tools, and skills to manage and sustain mission-oriented development long into the future.
All interested organisations may submit their proposals via this link by 25 March.
