Financial and technical support for young social entrepreneurs in Moldova and Ukraine


This Call for proposals is launched under the ‘EU4Youth – Unlocking the potential of young social entrepreneurs in Moldova and Ukraine’ project(EUnlocking project). Through this two-stage Call for proposals (concept note & full proposal stages), the EUnlocking project foresees funding for 15 social start-ups in Ukraine and the Republic of Moldova.

The overall objective of the Call is to provide financial and technical support to social enterprises started or developed by young people in Moldova and Ukraine (aged 18-35) that have innovative social service models or ideas with clear social and environmental impacts.

The expected results are:

  • 15 social start-ups are kicked off, creating jobs for unemployed young people;
  • 15 social start-ups receive high-quality coaching and mentorship during their implementation;
  • 15 teams of young social entrepreneurs’ knowledge and skills are strengthened thanks to the support offered by the EUnlocking project;
  • At least 50% of young social entrepreneurs who applied for seed funding for their start-ups are women;
  • At least 30% of all workplaces established within the assistance of the project are open for disadvantaged people;
  • At least 20% of selected grant initiatives are about environmental sustainability.

The overall indicative amount made available under this Call for proposals is €150,000.

Lot 1 for Ukraine: 3,100,000 UAH

Lot 2 for Moldova: 1,050,000 MDL

Size of grants

Any grant requested under this Call for proposals must fall between the following minimum and maximum amounts:

• minimum amount: 280,000 UAH / 190,000 MDL

• maximum amount: 310,000 UAH / 210,000 MDL

The EUnlocking project helps to foster the social entrepreneurial potential of young people in Moldova and Ukraine by establishing a favourable ecosystem for social enterprises, as well as by inspiring and supporting more young social entrepreneurs to develop and sustain their innovative solutions to the promotion of social inclusion and environmental sustainability across both countries. The project is funded by the European Union under its EU4Youth Programme.

EUnlocking is implemented by the Gustav Stresemann Institute e.V. (GSI) (Germany), Egalite International (Ukraine), AXA Management Consulting organisation (Moldova), ECO-RAZENI Association (Moldova), the National Assistance and Information Centre for NGOs in Moldova “CONTACT” (Moldova), and “Pro NGO! e.V” (Germany).
