EU4Green Recovery East Programme looking for contractors to review Ukrainian Water Monitoring System


Umweltbundesamt GmbH (Environment Agency Austria), as part of the EU-funded EU4Green Recovery East Programme, invites qualified experts and organisations to submit offers for a Service contract for the review of the Ukrainian Water Monitoring System.

The assignment aims to support the alignment of Ukraine’s water monitoring system with the EU acquis, in particular the Water Framework Directive (WFD), Groundwater Directive, and Environmental Quality Standards (EQS) Directive. 

The review will cover surface water, groundwater, and relevant marine monitoring components.

The selected contractor will review and propose improvements to Ukraine’s water monitoring system and programmes, assess the legal framework and propose amendments to it, assess institutional and human resource capacities, review databases, and develop recommendations and a roadmap for further alignment with EU requirements.

The assignment is expected to run from August 2026 to February 2027 (6.5 months) with a maximum contract value of €24,000, including travel costs.

The contractor should demonstrate proven expertise in EU water policy, water monitoring systems, legal approximation to the EU acquis, environmental data management and institutional capacity assessment. Experience in Ukraine or other Eastern Partnership countries is considered an asset.

The deadline for submission is 22 July.
