EU4Recovery: EU, Denmark and UNDP announce grant call to develop regional networks of working groups on community engagement in Ukraine


The United Nations development Programme (UNDP) in Ukraine has launched a call for proposals for non-governmental organisations willing to develop regional networks of community (hromada) engagement working groups. 

The aim is to ensure the participation of residents in regional recovery processes within partner communities.

The grant competition is being held as part of the strategic partnership for Mykolaiv, with support from the Danish government and EU4Recovery, the flagship partnership with the European Union.

Through this call, the organisers will select a capable regional-level civil society organisation to strengthen and coordinate the Network of Community Engagement Working Groups in partner communities in the Dnipropetrovsk, Zaporizhzhia, and Kharkiv regions. The Working Groups will provide methodological support to local coordinators, strengthening communities’ capacity to participate, and promoting the integration of participatory democracy mechanisms into local governance structures.

Civil society or charitable organisations submitting project proposals under this call must be officially registered as a legal entity and operate within the territory controlled by the Government of Ukraine, in one or more of the target regions – Dnipropetrovsk, Zaporizhzhia, and Kharkiv – and have the status of a non-profit or charitable organisation.

The maximum budget for a project proposal must not exceed US$120,000.

This call for proposals provides for project support for a duration of up to 30 months. The planned start of project implementation is June-July 2026.

The deadline for applications is 26 May.
