The EU-funded EU4Green Recovery East (EU4GRE) programme is seeking national communication experts to support the implementation of communication and visibility activities in Armenia, Moldova, and Ukraine.
The position is managed by the International Office for Water (OiEau), an EU4GRE programme partner, and will focus on ensuring EU visibility, engaging national stakeholders, and promoting the programme’s results at country level.
The assignment will be divided into two phases: development of a National Communication Action Plan (NCAP) and budget adapted to the national context, and implementation of communication and visibility activities based on the approved plan.
The candidate should have proven experience in strategic communications planning and working with the media, government bodies, private sector representatives (SMEs, business associations) and civil society organisations, preferably on issues related to the environment and the EU, and excellent writing and editing skills (national language(s) and English).
The deadline for applications is 5 November.
The EU4Green Recovery East (EU4GRE) programme (2025-2028, €21.3 million EU contribution) aims to accelerate green, inclusive, and resilient development in Eastern Partnership countries (Armenia, Azerbaijan, Georgia, Moldova, and Ukraine) through policy reforms and capacity measures aligned to the European Green Deal. The programme is implemented by Umweltbundesamt (UBA – Austria), Expertise France, International Office for Water (OiEau, France), OECD, UNIDO, and UNECE, and involves government, private sector, civil society, and IFIs among its stakeholders.
