Ukraine Energy Support Fund report: January-June 2025


This half-year report covers the Ukraine Energy Support Fund’s operations in the period January – June 2025. The Fund was established in April 2022 by the Energy Community Secretariat at the request of the Cabinet of the EU Commissioner for Energy, and in coordination with the Ministry of Energy of Ukraine. The Fund enables contributions from governments, international organisations, international financial institutions, corporations and private entities.

The purpose of the Fund is to support the restoration and stabilisation of Ukraine’s energy system. Since the start of Russia’s full-scale invasion, it has mobilised almost €1.3 billion in international support to counter the most severe wave of attacks on Ukraine’s energy system. In the first half of 2025 alone, the Ukraine Energy Support Fund matched €271.7 million in urgent requests with available funds.
