Monitoring report on the national implementation programme of UN Security Council Resolution 1325 (2023–2027)


This monitoring report assesses progress in implementing Moldova’s National Action Plan on the Women, Peace and Security Agenda, 18 months after its launch. Using a mixed-methods approach, it evaluates achievements in gender mainstreaming in security and peacebuilding, including women’s participation and GBV prevention. The report highlights the active role of civil society and international partners in supporting implementation. It also identifies key challenges, including limited financial commitment, fragmented coordination, and persistent gender stereotypes, which continue to constrain women’s participation in decision-making and the effective implementation of the programme.
