This analytical report explores how gender-disaggregated data is represented and used within the open data ecosystem of Ukraine. The study examines the extent to which open government data reflects gender-specific needs, supports evidence-based policy development, and enables public oversight of gender equality commitments. It also assesses whether the open data infrastructure is aligned with Ukraine’s strategic gender equality objectives and international obligations.
The analysis focuses on datasets from key public sectors — such as employment, health care, education, public administration, and social protection — where sex-disaggregated data is critical for monitoring disparities. While some progress is noted, the report highlights significant gaps in the availability, quality, and usability of gender-sensitive data, as well as the lack of standardisation in how such data is published and maintained. The study also includes a comparative overview of international practices and outlines how Ukraine can align its open data initiatives with gender mainstreaming efforts.
The report offers actionable recommendations for public authorities, data holders, and civic tech actors. These include establishing clear requirements for publishing sex-disaggregated data, improving inter-agency cooperation, developing gender data standards, and increasing capacity for gender analysis in digital governance. Strengthening the gender component in open data is presented as a key step toward more inclusive, transparent, and accountable governance.
