Evaluation of the Effectiveness and Opportunities for Improving Ukraine’s National Action Plan on the Implementation of UN Security Council Resolution 1325


This report presents the findings of an evaluation of Ukraine’s 2021–2025 National Action Plan (NAP) on Women, Peace and Security. Conducted by the Ukrainian Women’s Fund with UK support, it assesses the relevance and effectiveness of the NAP in light of the full-scale war and evolving gender equality priorities. Based on 22 interviews with stakeholders from government, civil society, and international partners, the study identifies key gaps, including weak localisation, limited monitoring tools, and insufficient engagement of women’s CSOs.

Despite challenges, the NAP’s strategic goals remain relevant. The report offers practical recommendations for improving coordination, monitoring, and participation in the development of the next NAP (2026–2030), with the aim of ensuring inclusive recovery and meaningful women’s involvement in peace and security processes.
