Energy Community Secretariat’s Q4 2025 Ukraine Energy Market Observatory Report 

The Ukraine Energy Market Observatory quarterly report provides an overview of the key energy-market developments in Ukraine from October to December 2025, covering the new legislative framework, significant events in the operation of electricity and gas markets, and recent developments in Ukraine’s energy sector reforms.

The report has been developed by the Energy Community Secretariat, co-chaired by the European Commission.
