Recovery in Ukraine: EU4Digital assesses DREAM platform


The EU-funded EU4Digital Facility has assessed Ukraine’s Digital Reconstruction Ecosystem for Accountable Management (DREAM) platform, which collects, organises, and publishes data on all stages of reconstruction projects regarding objects destroyed or damaged by Russian war in Ukrainian communities.

The DREAM platform enables anyone, anywhere, to track the effectiveness and efficiency of 7,000 reconstruction projects and nearly 1,300 organisations involved.

The EU4Digital assessment found that the platform effectively supports communities’ reconstruction needs. EU4Digital has also produced a ‘roadmap’ for improvements to DREAM, which is a pivotal component in digital transformation to support trust and accountability in Ukraine’s reconstruction and recovery. 

Conducted from February to September 2024, the assessment was based on key EU standards and good practices in IT solutions development and covered cybersecurity, IT architecture and system functionality perspectives.
