EU NEIGHBOURS East in partnership with Ukrainian ICTV has released a new episode of ‘The Recovery Diary’, explaining how the European Union supports Ukraine’s recovery and reconstruction in the context of the ongoing Russian aggression against Ukraine.
This episode features the disbursement on 13 November of almost €6 billion to cover Ukraine’s financial needs. The European Commission paid out €4.1 billion, the tenth and final tranche of of its exceptional Macro-Financial Assistance (MFA) as part of the G7-led Extraordinary Revenue Acceleration loan initiative (ERA), alongside a fifth regular payment of over €1.8 billion under the Ukraine Facility, for a total of €5.9 billion.
The episode also highlights the disbursement of €28 million under two urban public transport projects, supporting the renewal of city transport fleets with modern, energy-efficient vehicles. This funding will benefit Kyiv, Lviv and Mykolaiv with new buses, the cities of Zaporizhzhia, Ternopil and Kremenchuk with trolleybuses, Dnipro and Kamianske with trams, and Uzhhorod with electric buses. This support is part of €46.2 million, provided in late October by the European Investment Bank (EIB), the bank of the European Union, for projects to help Ukrainian municipalities rebuild vital public infrastructure and maintain essential services for their citizens. The funds are backed by an EU guarantee under the European Commission’s Ukraine Investment Framework.
The episode also features how Ukraine develops its wind power generation with EU support and how EU Member States provide support for Ukraine’s recovery, especially in its energy sector. For example, Germany has allocated €40 million in winter aid to Ukraine. The funds will be used to repair damaged buildings and heating systems and to deliver generators and essential supplies. This is in addition to the €60 million that the country has already transferred to the Ukrainian Energy Support Fund.
The European Union remains Ukraine’s strongest partner, playing a critical role in recovery, reconstruction, and the reforms needed for EU accession. Since the onset of Russia’s full-scale invasion, the EU has mobilised €177.5 billion in humanitarian, financial, economic, and military assistance.
