New initiative to align Ukraine with EU digital and telecom standards launched in Kyiv


The kick-off meeting of the EU-funded project, ‘Digital regulation support to Ukraine’ (DRS2UA), took place on 14 November in Kyiv. 

The event was held under the auspices of the 2025 Annual Conference organised by the National Commission for the State Regulation of Electronic Communications (NCEC).

The project supports its main beneficiary, NCEC, in reinforcing its regulatory role in the electronic communications market, strengthening IT security in response to growing cyber threats, and enhancing internal and external communication capacities in support of Ukraine’s EU integration goals.

Specifically, the DRS2UA project supports NCEC in ensuring a smooth integration into the EU’s ‘Roam Like at Home’ framework, in view of Ukraine’s official accession on 1 January 2026, and in advancing ongoing reforms aimed at achieving full integration into the EU Digital Single Market.

“EU-Ukraine cooperation on digital transformation is bringing Ukrainians step by step into the EU’s Digital Single Market. Ukraine’s accession to Roam Like at Home is a major milestone, making life easier for millions of users,” said Jocelin Cornet, Head of Section for Reconstruction, Energy, Infrastructure and Environment at the EU Delegation to Ukraine. “Strengthening NCEC – from market regulation and service quality to roaming and digital rules – is our shared priority as we anchor Ukraine in the European digital family.”

The ‘Digital Regulation Support to Ukraine’ will be implemented by Detecon International GmbH. The project is set to run for three years with a total budget of €2.7 million.
