On 10 December, the Council of the European Union endorsed the Global Gateway list of flagship projects for 2026, which now comprises 256 initiatives.
These flagship projects are implemented in the areas of digital, climate and energy, transport, health, education and research worldwide, including in Armenia, Georgia, Moldova, and Ukraine.
Unlike previous years, the 2026 list does not introduce new flagship projects. Instead, it consolidates, focuses and streamlines the existing portfolio of flagships projects “to better showcase the impact of the Global Gateway, and to facilitate a more effective monitoring of its progress”, says the press release by the Council of the EU.
The list of projects includes the ‘Regional – Eastern Europe Black Sea Digital Connectivity submarine digital cable’ project for Georgia and Armenia and ‘EU-Ukraine Solidarity Lanes’ and ‘Critical Raw Materials Exploration Facility’, involving Moldova and Ukraine.
In Armenia, Global Gateway supports the Sisian Kajaran Road (North-South Corridor Road) project and Syunik Customs and Logistics Centre (Free Economic Activity Centre).
In Georgia, Global Gateway supports the ‘Black Sea Connectivity submarine electricity cable to export green energy from the South Caucasus to the EU’.
In Moldova, Global Gateway supports the following projects: ‘GrCF2 W1- Termoelectrica: Chisinau District Heating’, ‘Moldova-Romania Interconnection Phase II’, ‘Bălți regional hospital’ and ‘Moldova Roads Rehabilitation V’.
In Ukraine, Global Gateway supports ‘The Energy efficiency of buildings’, ‘Ukrenergo power transmission and support to other companies’, and ‘Rebuilding future and hope – modernisation of pre-school education’.
The EU’s Global Gateway strategy promotes public and private investment in infrastructure, green energy, education and research for sustainable development around the world and in close cooperation with partner countries.
The original aim of the initiative was to mobilise up to €300 billion in investments worldwide between 2021 and 2027. In October 2025, the Commission announced that this target had been met, and set a new objective of mobilising €400 billion in investments by 2027.
