EU justice project in Ukraine presents its results:  how to make courts people-oriented


The EU project ‘Pravo-Justice’ in Ukraine has presented its achievements under the Model Courts initiative. Project experts took part in the International Association for the Management of Courts conference ‘People-Oriented Justice in the New Normal’ in Helsinki.

For several years, the Initiative has been helping to improve the quality of court services, to make Ukrainian courts convenient, comfortable, and safe for visitors, judges, and court employees.

This includes integrated front desk, services for vulnerable people and volunteer services, comfortable waiting areas with children’s rooms and charging stations.

The Initiative has influenced the development of public policy in the field of the judiciary. For example, the Council of Judges of Ukraine has endorsed and recommended the implementation of the Initiative’s decisions in courts throughout Ukraine.

Starting with six pilot courts, the initiative has grown to a community of 76 courts. It has been able to attract more than 4,000 participants – representatives of the judiciary who have implemented more than 100 model decisions in courts in all regions of Ukraine. For example, 15 courts and over 300 volunteers from all over Ukraine have already joined the idea of introducing volunteer services in the courts.

“Due to the full-scale Russian aggression in February 2022, the Ukrainian judicial system faced unprecedented new challenges related to security, financing of the judicial system, access to justice and meeting the needs of vulnerable court users, whose number has increased significantly. Therefore, the decisions of the Initiative and the use of the “bottom-up” approach during their implementation are already showing their effectiveness even in the conditions of martial law,” said Anna Adamska-Gallant, Key International Expert on Judicial Reform of the EU Project Pravo-Justice.
