Technology-facilitated gender-based violence (TFGBV): Good practices from Eastern Neighbourhood countries in light of EU Directive 2024/1385


This discussion paper developed by the EU4Gender Equality Reform Helpdesk project, funded by the European Union and implemented by Niras, explores technology-facilitated gender-based violence (TFGBV) and its relevance for the Eastern Neighbourhood region. The paper situates TFGBV within the broader framework of the EU Gender Action Plan III (2021–2025), demonstrating its relevance across all three of the plan’s thematic priorities, and highlights the importance of TFGBV as an EU enlargement and fundamental rights issue. Drawing on examples from Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine, the paper highlights emerging good practices, persistent challenges, and specific actions that could be taken to address the problem with targeted suggestions for Eastern Neighbourhood countries’ governments and EU partners.
