This report evaluates the implementation of the National Programme for Child Protection 2022–2026 of the Republic of Moldova, and assesses achievements in 2023 in line with the indicators established in the programme’s Action Plan. It highlights institutional capacity building, violence prevention, family-based care alternatives, and de-institutionalisation strategies. The report outlines three main objectives and 72 specific actions, assessing achievements, challenges and areas for improvement. Efforts included enhancing professional competencies, expanding parental education, and increasing rural preschool participation.The report’s recommendations aim to reinforce programme delivery and align actions with initial goals.
The Action Plan includes three general objectives, and during 2023, 24 outlined actions were to be implemented.
General Objective 1. Strengthening the child protection system to respond promptly and efficiently to the needs of each child, supported by an increase in the share of expenditure allocated to family and child protection, with the aim of reducing the rate of extreme poverty among children.
General Objective 2. Ensuring zero tolerance by adults and children towards any form of violence against children.
General Objective 3. Ensuring that children grow up in a safe and protective family environment which guarantees their well-being.
