The Profiling Methodological Guidelines, developed by the ‘EU4Youth: Youth Employment and Entrepreneurship’ programme, provide an innovative, cross-sectoral framework to profile young people not in education, employment, or training (NEETs). Drawing on methodologies and good practices from UNICEF, UNDP, ILO, OECD, and the European Union, the guide supports policymakers and multi-stakeholder actors in developing data-driven, inclusive, and targeted measures to support youth re-engagement and labour-market integration.
