The analytical study explores the effectiveness of employment measures in Moldova, focusing on integrating youth and vulnerable groups into the labor market. It highlights the challenges posed by high unemployment rates, particularly among NEET youth (not in education, employment, or training), which are compounded by global economic disruptions and structural labor market issues. Policy frameworks such as the National Employment Program (2022-2026) aim to address these challenges by fostering inclusion and providing targeted support. The report emphasises the need to enhance institutional capacities, align education with labor market requirements, and develop comprehensive strategies to improve youth employability and ensure sustainable economic growth.
Key recommendations include expanding vocational training programs, enhancing job placement services, and fostering partnerships between educational institutions and employers. Additionally, it calls for improved monitoring and evaluation systems to ensure the effectiveness of implemented measures. By addressing these priorities, the report envisions a more inclusive and resilient labor market capable of adapting to Moldova’s socio-economic dynamics.
