Guide to initiating alternative family-based care services in Moldova


This guide provides a comprehensive framework for establishing family-based childcare services in the Republic of Moldova. Following the enactment of Law No. 367/2022, which regulates alternative childcare services for children under 3 years old, this guide outlines the necessary steps and legal requirements for professionals aiming to offer such services. It details the qualifications required for caregivers, emphasising the need for formal training on childcare. It also elaborates procedural stages, including registration with social and medical insurance systems, obtaining an entrepreneurial patent, preparing the caregiving environment, and official notifications of service initiation. Additionally, it addresses operational aspects, such as setting service fees and ensuring compliance with national standards.

By following this guide, caregivers can provide personalised, home-based childcare that complements existing early childhood education institutions, thereby enhancing the accessibility and quality of childcare options available to Moldovan families. The guide was developed to help both professionals who want to provide such services and parents whose children will benefit from them. The publication focuses on alternative family-based care services, also known as home daycare, providing interested individuals with the necessary information on eligibility conditions, legal requirements and the steps needed to become active in this field.
