This discussion paper was developed by the EU4Gender Equality Reform Helpdesk project, funded by the European Union and implemented by Niras, in the context of the Cross-Regional Connectivity Agenda. It explores challenges and opportunities for advancing gender equality and women’s empowerment in the Eastern Neighbourhood region across three key sectors for the agenda: the transport, energy, and digital sectors. Based on its findings, the paper outlines potential ways forward to advance gender equality in each sector, as well as crosscutting ways forward in terms of policy and legal frameworks, education and skills development, workplace environments and culture, access to markets and technology, social protection and support services, data and research, and awareness and advocacy.
