2023 Report on actions and results of the Action Plan for the implementation of the National Programme for Preventing and Combatting Violence against Women and Domestic Violence 2023–2027


This 2023 report evaluates Moldova’s efforts to combat violence against women and domestic violence under the National Programme for 2023–2027. It highlights the progress in aligning legal frameworks with international standards, including the Istanbul Convention, and implementing policies to prevent violence. Key initiatives include educational reforms, training for professionals, and mechanisms for reporting and addressing abuse. The report identifies achievements, challenges and areas requiring improvement, emphasising the need for sustained institutional and societal efforts.

The report highlights achievements made towards specific objectives within four general objectives:

General objective 1. Women and men in the Republic of Moldova and responsible authorities adopt zero tolerance towards all forms of violence against women and domestic violence.

General objective 2. Strengthening the mechanism for the protection of, and assistance for, victims of violence against women and domestic violence through a multidimensional approach, in accordance with the provisions of the Istanbul Convention.

General objective 3. The justice system ensures the investigation, effective prosecution and trial of all forms of violence against women and domestic violence, holding aggressors accountable and re-educating them.

General objective 4. Public authorities in partnership with civil society implement comprehensive policies to prevent and combat violence against women and domestic violence, ensuring effective coordination and monitoring.
