The EU-backed E5P fund, managed by the European Bank for Reconstruction and Development (EBRD), has approved a €20 million emergency grant to support EBRD financing towards containerised cogeneration units with around 120 MW of combined capacity.
This intervention, announced on 23 March, is part of the EU’s ‘Repair, Rebuild, Restart’ initiative, a €920 million package to secure Ukraine’s power grid through the 2026-2027 winter.
“This winter, Russia repeatedly attacked Kyiv’s heating network, one of the largest in Europe, leaving thousands of homes, schools, and hospitals without heat as temperatures dropped to –20°C,” the EU Delegation to Ukraine said in a press release. “Spring is here, but preparation for the next winter must start now.”
Individual units will be spread across Kyiv to keep the system running during national grid outages.
Once operational, the intervention is estimated to benefit:
An additional €2.07 million technical assistance grant will fund a medium-term district heating master plan for Kyiv, covering distributed cogeneration and future renewable energy integration.
