New Recovery Diary episode: Ukraine’s progress in European integration and EU support for reconstruction


EU NEIGHBOURS East in partnership with Ukrainian ICTV has released the fifth episode of ‘The Recovery Diary’, explaining how the European Union supports Ukraine’s recovery and reconstruction in the face of the ongoing Russian aggression against Ukraine.

The new episode highlights the launch of the Civil Protection Shelter Coalition, a new initiative to help Ukraine protect civilians from Russia’s ongoing missile and drone attacks. The Coalition aims to move the country from ad-hoc shelters toward a country-wide modern civil protection shelter network, prioritising frontline communities and heavily targeted regions.

The Coalition is led by Ukraine’s Ministry of Internal Affairs and the State Emergency Service. It brings together Team Europe partners (Finland, as co-chair, the European Union, Lithuania, Belgium, Ireland, Sweden) and international financial institutions such as the European Investment Bank (EIB) and the World Bank. 

At the launch, an initial funding of €22 million in grants was announced by EU Ambassador to Ukraine Katarina Mathernova.

The episode ​​also highlights an additional contribution of €100 million made by the German Ministry of Economy to the Ukraine Energy Support Fund. The UESF is managed by the Energy Community Secretariat, co-chaired by the European Commission.

This new allocation comes on top of the €60 million increase announced earlier this year, bringing Germany’s total annual increase to €160 million and raising its lifetime contribution to €550 million. 

This episode also features the support provided to Ukraine by EU Member States, both individually and in cooperation with international organisations.

The European Union remains Ukraine’s strongest partner, playing a critical role in recovery, reconstruction, and the reforms needed for EU accession. Since the onset of Russia’s full-scale invasion, the EU has mobilised €177.5 billion in humanitarian, financial, economic, and military assistance.

The Recovery Diary is a television series produced by EU NEIGHBOURS East in partnership with ICTV. The series documents real progress across Ukraine, highlighting recovery and reconstruction efforts supported by the EU and its Member States.
