ICTV Recovery Diary episode: Ukraine’s progress in European integration and EU support for country’s reconstruction


EU NEIGHBOURS East in partnership with Ukrainian ICTV has released a new episode of ‘The Recovery Diary’, explaining how the European Union supports Ukraine’s recovery and reconstruction in the context of the ongoing Russian aggression against Ukraine.

The new episode highlights the EU Enlargement Report on Ukraine, released on 29 November. The European Commission said the country has moved forward on key reforms but steady progress is needed in the fight against corruption. Ukraine has now fulfilled the EU requirements necessary to open several negotiation chapters. The government of Ukraine has even announced its ambitious intention to complete all accession negotiations by the end of 2028. 

European Council President António Costa said that Ukraine and Moldova have made “an impressive progress” on their EU accession path and that both countries would join the European free roaming zone – part of the EU policy ‘Roam Like at Home’ – in January 2026.

The episode also highlights a fifth regular payment of over €1.8 billion under the Ukraine Facility, for a total of €5.9 billion and Estonia’s contribution of €150,000 to the Ukrainian Energy Support Fund. With this new support provided in November, Estonia’s total contributions to the Fund have now reached €620,000. The additional fund will finance emergency measures for repairs, replacement of damaged equipment, and the deployment of solutions to ensure decentralisation of Ukraine’s energy system.  

This episode also features the support provided to Ukraine by EU Member States, both individually and in cooperation with international organisations.

The European Union remains Ukraine’s strongest partner, playing a critical role in recovery, reconstruction, and the reforms needed for EU accession. Since the onset of Russia’s full-scale invasion, the EU has mobilised €177.5 billion in humanitarian, financial, economic, and military assistance.

The Recovery Diary is a television series produced by EU NEIGHBOURS East in partnership with ICTV. The series documents real progress across Ukraine, highlighting recovery and reconstruction efforts supported by the EU and its Member States.
