EU4Recovery initiative launches new phase in Ukraine with €50 million budget


On 10 February, the EU4Recovery initiative reviewed the results of the project’s first phase, implemented from October 2022-December 2025, and discussed plans for rolling out the second phase of the project.

The Project Board meeting took place in Kyiv, bringing together the Ministry for Development of Communities and Territories of Ukraine, the Delegation of the European Union to Ukraine, and UNDP in Ukraine.

EU4Recovery is a flagship EU-UNDP initiative focused on ensuring that Ukraine’s most war-affected communities are ready for reconstruction, returns, and reforms, and are back on a pathway to sustainable development and EU integration as soon as possible. 

Phase I, with a budget of €36 million, delivered tangible results for communities in the areas of access to administrative and social services, community security, and social cohesion. Key achievements include support for expanding access to administrative, social, and health services in war-affected regions, strengthened community security in frontline oblasts, and the engagement of thousands of residents in recovery dialogues and participatory governance within their communities.

Phase II, with a budget of €50 million, will run until the end of 2028 and focus on strengthening local authorities’ capacity to respond comprehensively to recovery challenges, including human capital development and support for economic recovery.
