Cultural heritage is a powerful development asset with the potential to attract tourists, generate revenues, regenerate local economies, promote inclusion, and strengthen territorial identity. In this spirit, the project treats cultural heritage as a key driver of inclusive and sustainable growth.

The Byllis Archaeological Park is one of the most significant archaeological sites in Albania, officially proclaimed as an Archaeological Park by the Council of Ministers in 2005, with defined zoning and administrative regulations.

The action focuses on the touristic and economic potential of the Byllis site through an inclusive and participatory approach that engages local communities, beneficiaries, and end-users in identifying and shaping interventions. Capacity-building is a central pillar, with the aim of ensuring long-term local ownership and sustainable development of the site.

• To restore and improve the physical infrastructure and accessibility of the Byllis Archaeological Park for visitors and local communities.
• To strengthen the institutional and administrative capacity of relevant authorities for the long-term management and preservation of the site.
