Project Description

Cultural heritage is a powerful development asset with the potential to attract tourists, generate revenues, regenerate local economies, promote inclusion, and strengthen territorial identity. In this spirit, the project treats cultural heritage as a key driver of inclusive and sustainable growth.

The Byllis Archaeological Park is one of the most significant archaeological sites in Albania, officially proclaimed as an Archaeological Park by the Council of Ministers in 2005, with defined zoning and administrative regulations.

The action focuses on the touristic and economic potential of the Byllis site through an inclusive and participatory approach that engages local communities, beneficiaries, and end-users in identifying and shaping interventions. Capacity-building is a central pillar, with the aim of ensuring long-term local ownership and sustainable development of the site.
Specific Objective

• To restore and improve the physical infrastructure and accessibility of the Byllis Archaeological Park for visitors and local communities.
• To strengthen the institutional and administrative capacity of relevant authorities for the long-term management and preservation of the site.
• To enhance the touristic potential of the Byllis Archaeological Park as a driver of local economic development.
• To foster community ownership and local stakeholder engagement in the sustainable management and valorisation of the site.
Expected Results

• Cultural heritage assets of the Byllis Archaeological Park are preserved and restored.
• Improved accessibility and long-term sustainability of the site achieved through the active participation and inclusion of local communities.
• Enhanced local economic development through an EU Community-Led Local Development (CLLD) approach, strengthened local skills and capacities, and improved cooperation between communities and park administration.
