SALT III: Training and retraining support for released Belarusian political prisoners and repressed persons


The Lithuanian Central project management agency (CPMA) launched the 3rd round of its training and retraining support programme for released Belarusians, as part of the EU-funded Support for Advanced Learning and Training (SALT III) initiative.

Under this call, the programme will provide education and employment-related support to released Belarusian political prisoners and persons who have suffered from political persecution and lost a source of income due to political repressions related with the presidential elections in Belarus in August 2020.

Applicants can receive grant support for the following activities taking place in the EU:

  • Vocational education (up to 12 months),
  • Training and retraining courses,
  • Certified language courses and exams,
  • Nostrification of diploma, academic degree or education certificates,
  • Driving licence courses (all categories starting with C and above. Category B is eligible if it is required to get the category C and above),
  • Qualification certificates and exams.

The call is divided into two lots: ex-political prisoners (Lot 1) and politically repressed persons (Lot2). 

To be eligible for a grant, the applicant must be a citizen of the Republic of Belarus aged 18 and over, and at the time of submitting the application reside in an EU member state, EEA countries, or one of the Eastern partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine). In case of residence outside Belarus, applicants should not have left Belarus before August 2020.

For Lot 1 an applicant should be included in the List of political prisoners and persons convicted in political criminal cases published by the Viasna Human Rights Centre at the website here.

For Lot 2 applicants should demonstrate that they have been under threats by Belarusian regime and suffered from actual persecution/repression, or risks of threatening, persecution, repressions on political grounds/civil position/peaceful protests (based on official protocols or other documents, such as reference letters issued by independent human rights organisations, news articles, etc.) and lose the opportunity to continue their studies or work.

The total Indicative budget under this round is €70.000.

The deadline for applications is 31 May.
