Education for Belarusians: grants for development and implementation of educational programmes


As part of the SALT III (Support for Advanced Learning and Training) programme (‘Education for Belarusians’ since 2026), the European Union is announcing an open grant competition for education providers. 

The programme develops a sustainable and innovative educational ecosystem for Belarusians at home and abroad, and expands opportunities for learning and retraining.

Through this call, support is provided for the development and dissemination of educational products (courses, curricula, methodologies, online courses, teaching materials, etc.); conducting training events for the general public or professionals; and networking and cooperation between independent Belarusian and European educational initiatives.

The call is open to non-profit legal entities, registered and actually operating in EU countries, working in the field of education, training, retraining or support for Belarusians, having proven experience in the field of education (experience working with a Belarusian audience is an advantage).

The legal entities should be non-profit organisations, civil society organisations, NGOs or educational initiatives and institutions. The core project team must include at least one Belarusian citizen (current or former) with professional experience in the field of education in Belarus or in exile.

The amount of support ranges from €30,000 to €96,500. EU funding share will be from 80% to 95% of the total eligible costs. The remainder should be co-financed by the applicant.

The deadline for applications is 9 March 2026.

The programme is implemented by the Central Project Management Agency (CPVA), Lithuania, in cooperation with independent Belarusian civil society organisations.
