This document provides a methodological guide to the Youth Policy Lab (YPL) approach for youth organisations, local policymakers, and facilitators looking to plan, design, implement, and follow up on a Youth Policy Lab. It was developed by the EU4Youth Coordination and Policy Support project and has been revised and strengthened on the basis of comparative implementation experience documented across multiple Youth Policy Lab cycles in the Eastern Partnership region.
Building on the original guidelines, this updated edition introduces guidance on the role of Youth Policy Labs in the EU enlargement and democratic governance agenda, the recruitment and professional development of facilitators, the full design framework, the planning and structuring of the follow-up phase, and the value of regional exchange for sustaining and scaling the methodology. The checklist helps readers distinguish Youth Policy Labs from other forms of youth participation, and an annex of evidence-based recommendations drawn from implementation experience across multiple contexts is included as a reference for programme design and institutional commitment.
This edition is intended for use by youth organisations, local authorities, facilitating teams, and programme coordinators engaging with the Youth Policy Lab methodology for the first time or looking to strengthen an existing practice.
