Russian military-industrial complex: EU agrees six listings related to deadly strikes on Kyiv

On 17 July, the Council of the European Union decided to impose restrictive measures on one individual and five entities, in view of Russia’s continued and escalating aggression against Ukraine — including its recent deadly strikes on Kyiv during the nights of 1 and 5 July 2026, and “its brutal military campaign deliberately targeting civilian infrastructure”. 

All of the five listed entities are part of the ABS Electro Group of companies, which develops and manufactures electronic and radio-electronic components needed for drone warfare. Notably, these entities contribute to the development of systems which enhance the capacity of Russian Unmanned Aerial Vehicles – such as Shahed and Geran type drones – by increasing their resistance against electronic warfare.

Additionally, several companies produce automated control systems for the Russian energy sector, which provides a substantial source of revenue to the Russian government, the Council says in a press release.

The listed individual is Irina Kharisova, the Chairman of the Board of ABS Electro group of companies, and the Director of several companies that are part of this group.

New listings were adopted within the restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine. Those listed under this sanctions regime are subject to an asset freeze and the provision of funds or economic resources, directly or indirectly, to them or for their benefit is prohibited. Additionally, a travel ban to the EU applies to the natural persons listed.

In its conclusions of 18 and 19 June 2026, the European Council strongly condemned the recent serious escalation by Russia, including large-scale missile and drone attacks against civilians in Ukraine, and expressed the Union’s readiness to step up pressure on Russia, including by adopting further sanctions.
