EU honours victims of Russia’s atrocities in Bucha 


On 31 March, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas and EU Commissioner for Defence and Space Andrius Kubilius, together with EU Ambassador Katarína Mathernová, honoured the victims of Russia’s atrocities in Bucha and Kyiv. 

“In March 2022, the images of murdered civilians and mass graves sent shock waves around the world. Bucha exposed the systematic and calculated brutality of Russia’s war,” Kallas told reporters following an informal meeting of EU Foreign Ministers, which was held in Kyiv.

She also said the EU was determined to hold Russia accountable for the war crimes and atrocities committed during its war of aggression against Ukraine: “The evidence uncovered after the Russian army’s retreat from Bucha leaves no doubt – justice must be served and impunity is unacceptable.”

Kallas said that “there can be no just and lasting peace without accountability for Russia”, and this is why the EU is advancing the establishment of the special tribunal for the crime of aggression and the International Claims Commission. “We aim to reach the next milestone on both by the time of the Council of Europe ministerial meeting in May,” EU High Representative said.
