EU Advisory Mission Ukraine organises study visit to Finland on firearms control

In March, the European Union Advisory Mission (EUAM) Ukraine organised a study visit to Finland to explore practical approaches to preventing the illicit trafficking of firearms, ammunition, and explosives.

The visit brought together representatives of the Verkhovna Rada of Ukraine, the Prosecutor General’s Office, the Ministry of Internal Affairs, the National Police of Ukraine, the Security Service of Ukraine, the State Bureau of Investigation, and Ukrainian forensic institutions. Participants had the opportunity to examine Finland’s experience in regulating the circulation of firearms, conducting pre-trial investigations into firearms-related crimes, and coordinating the efforts of law enforcement agencies in this area.

Particular attention was paid to voluntary firearms surrender campaigns, including those targeting so-called trophy weapons that remain in illicit circulation and account for a significant portion of surrendered firearms. During a visit to Riihimäki Prison, participants also learned about the specific aspects of serving sentences for crimes related to the illicit trafficking of firearms.

During the visit, discussions also focused on aligning national legislation with the European Union’s legal framework, particularly the EU Firearms Directive. Finnish counterparts shared their experience in preparing amendments to firearms legislation and other regulatory acts, as well as in establishing and operating a National Firearms Focal Point.

Participants also visited the production facilities of SAKO Ltd., a manufacturer of firearms and ammunition, where they learned about production processes and supply control mechanisms.

In addition, representatives of Ukrainian forensic institutions and law enforcement agencies shared their own experience with Finnish colleagues, including forensic examination of strike drones and the analysis of weapons and ammunition components produced using 3D printing technologies.
