Ukraine: key steps towards parliamentary reform with EU support


Over the past two and a half years, an EU-funded project has been working to make the Ukrainian parliament more efficient, accountable and transparent in the performance of its constitutional functions.

The Parliamentary Reform Project, which came to an end in October 2021 and was implemented by the UNDP, aimed to strengthen the work of the Verkhovna Rada of Ukraine. 

Its achievements include support to overcome the ‘legislative spam’ through quality planning and evaluation of draft regulations, assistance in legal drafting, recommendations for optimising the legislative process, development of a new organisational culture, including a Human Resources Development Strategy and professional modernisation, development of both internal and external communications, and opening an education centre and education programme to raise awareness of the work of parliament among young people.
