Support for the review of Moldova’s school curriculum

The Republic of Moldova considers education a national priority. Since adopting a renewed Education Code in 2014, it has pursued reforms to strengthen education governance and improve quality. Building on this progress, the Ministry of Education and Research (MoER) launched the Education Development Strategy 2030 in 2023, which identifies the need to review the school curriculum and strengthen curriculum design and implementation. To support this work, the MoER requested the Delegation of the European Union to the Republic of Moldova to engage the OECD, building on an OECD diagnostic study of the education sector conducted with EU support in 2022–23. Under this Action, the OECD will provide technical support to review Moldova's competency-based curriculum for primary, lower secondary and upper secondary education, supporting implementation of the Education Development Strategy 2030 and improving education quality and alignment with labour market needs. The Action will complement ongoing education reforms through three activities: (1) establishing a curriculum review cycle tailored to Moldova; (2) developing a curriculum framework for primary, lower secondary and upper secondary education; and (3) developing a National Assessment Framework linking assessment to the curriculum and the system's broader education quality goals.

4) A National Assessment Framework developed by the National Agency for Curriculum and Evaluation (NACE) with technical support from the OECD that supports the succesful implementation of the new curriculum.
